Governing Jurisdiction: Republic of Malawi

1. Acceptance of Terms

By accessing or using the Mzimba South Luwerezi Constituency website, you agree to comply with and be bound by these Terms of Use. If you do not agree with any portion of these terms, you should refrain from using the resident portal services.

2. Permitted Civic Use

This platform is provided as an open civic utility for residents and stakeholders to:

  • Inspect verified public infrastructure registers, budgets, and contractor timelines.
  • Submit genuine reports of broken water facilities, damaged roads, schools, or clinics.
  • Follow the progress of reports using assigned official reference numbers.
  • Access authenticated schedules, tables, and statistics for the constituency sports league.
  • Submit confidential welfare and child protection concerns through the safeguarding pathway.

3. Prohibited Conduct

Users are strictly prohibited from engaging in any of the following activities:

  • Submitting intentionally falsified or malicious community damage reports.
  • Submitting hoax allegations or abusive content via the confidential safeguarding channel.
  • Attempting to circumvent, breach, or reverse-engineer access controls, passwords, or database rules.
  • Using automated crawlers, scrapers, or excessive traffic generators that degrade service for rural mobile users.
  • Impersonating the Member of Parliament, council officials, or constituency staff.

4. Information Accuracy & Field Disclaimers

The parliamentary office makes every effort to ensure project registers and financial statements reflect official council documentation. When records are awaiting full council verification, they are clearly marked as "Reported Completed" or "Unable to Confirm". Such labels do not constitute an accusation of wrongdoing; they represent our commitment to factual verification.

5. Resident Accounts and Credentials

Registered residents are responsible for maintaining the confidentiality of their account passwords. Any activities conducted through your authenticated resident account are your responsibility. If you suspect unauthorized access to your account, you must change your password immediately or contact our administrative desk.

6. Intellectual Property & Official Insignia

The official crest and emblem of Luwerezi Constituency (bearing the motto “Muumoza Kutukula Chigawa Chithu”) and the parliamentary photographs are protected assets. They may not be reproduced for commercial merchandise, counterfeit announcements, or partisan misrepresentation without explicit authorization from the Member of Parliament.

7. Limitation of Liability

While the constituency administration acts diligently to address logged community issues, submitting a report does not guarantee immediate physical repair. Action timelines depend on budgetary allocations, procurement approvals, and District Council schedules. The parliamentary office does not operate as an emergency blue-light dispatch service.

8. Governing Law & Dispute Resolution

These Terms of Use are governed exclusively by the Laws of the Republic of Malawi. Any disputes arising from the use of this portal shall be subject to the jurisdiction of the competent courts of Malawi.
